On maps with lots of com towers, Javier is broken. Nothing can even damage your units if you have more than four or five com towers with Javier.
Is Nell only considered overpowered because of her CO powers? Because she normally doesn't seem that great. It's just like she innately has the "lucky" skill, which you could just give to anyone.

Nell gets +60 and +100 to luck damage with her CO Powers. Day to day, she only has +15, not too overpowering. So... yeah, it's pretty much her CO Powers. Rachel gets +40 with her CO Power.
