Assuming it's the sense TC is thinking too, then I doubt it.
Dishonored is centered around multiple playthroughs. New game plus would lower replayability. It would be nice, though.

It would depend on how they do the different powers, weapons, and gadgets. If you can select them all (like they show in the demo) then they, probably, won't include a New Game + mode.
However, I'd like to see a New Game + mode in where you can still unlock new powers and upgrade them.....but you're restricted on how many that you can use per mission. For example, if you can only use a certain number of powers (say up to 3 or 4) at one time. You have to select which powers you want to take with you during a mission (via loadout).
This way you still get access to every power, but you're not able to use them all at once. In other words, you have access to every power, but you pick which ones would be best suited for a mission without having access to them all at one time. Thus, making you "god" like.

You can get all the powers in a single playthrough, but you can't upgrade them all to the max.
