The Bottom Line:
"Broken"
Well I have all ready reviewed F1 2003. And the difference is little. Different drivers, teams and tracks. Slightly worse grahics. But the game modes etc. are still the same. There really is little more to say. I suppose the older rules are incorparated.

The damage can be turned on or off. It has very unrealistic damage, and the worst IA I have ever seen (probably).

Well If I have little to say about the game itself I'll talk about how to improve it. Firstly improve the graphics. second, improve the damage modelling for spectacular crashes and pile ups. Third, improve the IA and build up friends and enemys around the world of Formula one. Fourth, add in a storyline with cutscenes. You can try and work your way up the F1 ladder. From the incompetitve Minardi (now Torro Rosso) team test driver. To the no.1 driver for Ferrari or Mclaren. Finally add in an online mode for some awesome online fun.
