MP4 is just a file enxtension.
MPEG4 is a video codec also known as AVC or H.264 and is the successor to the DVD standard MPEG 2.
WMV is window media video, also known as VC-1 when used in reference to blu ray videos.
They are both relatively the same. One does not clearly look better than the other. Bitrate and source material are really the only things that can make a difference between the two.
Eventually H.265 (HEVC) will come out and is said to be twice as efficient as H.264, meaning video bitrate can be halved but with the same image quality at the expense of processing power.

WMV is a type of video file (often containing audio) from Microsoft. Video codec: Windows Media 7/8/9, Audio Codec: WMA Actually, mp4 and wmv are very widely used file, there are no big difference, but i think mp4 would be more supported than wmv in streaming video on various devices and players. You can do some conversion from video files like avi, flv, wmv to mp4 with free tool such as handbrake and other open source. Hope it is helpful.
