Why did the fire trucks quit coming to put out fires?

Ya I played all the way through iv and lots of online, played almost all of TBOGT, then I realized the fire trucks don't come around anymore.

One of my fav things to do in SA was get a fire going on a hill then when the fire trucks came I would shoot the tires out and watch them slide down the hill. I would try to get on them out follow them watching them struggle "Ice skating" back to wherever they were headed. It kept me entertained. I hope they are back putting fires out in GTA V
