After you beat the game and start up New Game+ you start at the beginning of the game as if you haven't beaten it yet. Pretty much Levels, Lily Status, Cash, Most Usable Items and Equipments are carried over. Everything else: Quests Tracking, Item Creations, World & Local Shares are reset. Also Event-Based skills (skills you don't gain from leveling) are NOT carried over since you can't use it until clearing certain special events.

No. You just need to go through the story again and do the same things to get later characters back in your party, doesn't matter if they're in-game/DLC.
