Q&A: Microsoft Game Studios' Phil Spencer

We chat with the head of Microsoft's dev studios about expanding into casual markets, the importance of third-party exclusives, working with Aussie studios, and whether the 360 needs Metal Gear Solid IV.

Microsoft's pitch at E3 this year attempted to encompass core gamers while trying to attract more casuals, with games such as Gears of War 2 and Fable 2 feted alongside new franchises such as karaoke game Lips and a new Scene It (not to mention the avatar inclusions in the new Xbox dashboard). We spoke with the general manager of Microsoft Game Studios, Phil Spencer, about the company's upcoming holiday lineup, the importance of third-party exclusives (such as the Grand Theft Auto IV downloadable content), and if there are any plans to bring Metal Gear Solid IV to the Xbox 360 stall.

GameSpot AU: At your E3 2008 press conference, there was quite a lot of focus on casual titles, with games such as Lips, Scene It Box Office Smash, and more. Why does Microsoft think it's important to expand into this area?

Phil Spencer: Our vision has always been entertainment for everybody. Building a box that can find a home in houses around the planet. We're Microsoft and we're a platform company, we're not about some niche market. It's been part of our vision all along, and it started with a computer on every desktop. And you can think of the 360 as an extension. We're not trying to succeed in one narrow space--we understand that you need content for a broad set of customers to make the product inviting.

GS AU: But as of right now, is it fair to say that the 360 is still primarily a core gamer's console?

PS: I think at the end of this holiday, we're going to have 75 percent of our content E or T, if we use the ESRB ratings system. So 75 percent content in that broad to teenage segment--we have a lot of content across many different segments.

And then you look at partners like Square with a game that's pretty core but also very broad, Final Fantasy XIII, coming to our platform, it's a sign that the 360 is not just about a single genre, or a single customer, but really being a viable platform for the world's biggest franchises.

GS AU: You've got Gears of War 2, Fable 2, Banjo-Kazooie: Nuts and Bolts, and more coming this holiday. How strong a lineup is that compared to previous years?

PS: I would say it's a very strong lineup. Strongest is something that's probably easier to judge after the fact. But I think across the broadest set of entertainment experiences, this will be one of our most innovative years with games such as Lips. Lips for us as a first-party game is a great challenge, and we get to work with iNiS to get that game to market. At the same time we get to work on Fable 2, which is maybe our biggest first-party game in terms of number of people, and then Gears 2, which was a huge success the first time. I'm very proud of the breadth of what we're doing this holiday.

GS AU: Moving on to third-party titles, the 360 has exclusive downloadable content with Fallout 3 and Grand Theft Auto IV coming soon. You also have Rock Band 2 as a timed exclusive. Are these third-party exclusives something that MS will continue to strive for?

PS: Absolutely. Third-party support has been tremendous. We understand as a first party that we're never going to be the bulk of the portfolio. Our job is to innovate in interesting ways, and in some ways cut the path for the third parties.

GS AU: How important are these exclusives for consumers?

PS: I think content is the primary purchase decider for the consumer. They think about what experiences they want and what platform enables that. I look at the success that we had with GTAIV, a game that has traditionally been associated with a competitive platform. Our worldwide leadership in sales of GTAIV was due to something. Obviously we have a lot of 360s out there, and we made a promise that we're going to extend that experience for gamers. For me, as a core gamer, that would play a part in my purchase decision.

GS AU: So how often will we see Microsoft trying to score these exclusives?

PS: The individual way we work with partners really comes down to what the partner's trying to get out of the relationship and what we need based on our portfolio. So I don't think there's any blanket strategy--you look at each individual instance and ask what's the right thing for this relationship.

GS AU: One of the other major reveals for Microsoft at E3 this year was that Final Fantasy XIII was coming to the platform. How important is that for the 360?

PS: I'll put it this way: As a gamer from long ago, I do believe content drove my decision to purchase one console over another console. Watching franchises like Devil May Cry and GTA and now Final Fantasy come to 360 customers--as well as the exclusives we build like Halo, Forza, Gears of War, Banjo, and Lips--I think it rounds out the portfolio for customers. And Final Fantasy for me was the final piece to that puzzle for many gamers.

GS AU: Have you got a release date for FFXIII?

PS: [Laughs.] You'll have to talk to Square about that.

GS AU: There is of course another major platform exclusive that the 360 doesn't have, and that's Metal Gear Solid IV. Do you need that title?

PS: A lot of respect to the Metal Gear team--they've delivered a great game. And as someone in the game-development business, it's great to see to see a team deliver like that. That said, the franchises that we have which compete in the same space as [Metal Gear Solid IV], I'm extremely proud of.

I would welcome that team and that game on our platform. But when I really think about filling out the experience for our customers, other than that brand (Metal Gear Solid), I don't think that's an experience that's lacking on the 360 at a higher level. Where we're innovating is places like Primetime, and we announced 1 vs. 100, which is bringing the TV experience on our platform. And when I think about stuff I want to add to our platform, I think that's an interesting channel. What TV shows would be interesting? What would core gamers want to do? I think where we're going is beyond the games that are on other platforms today and thinking about innovation going forward.

GS AU: Just going on to some Aussie-specific issues, Microsoft is once again working with Krome Studios in Brisbane, this time for the next Scene It. How's that relationship going?

PS: Krome is a very talented studio with a rich history. The teams down there have shown over the years that they can build products, they're a disciplined studio, and they're a studio we very much enjoy working with.

GS AU: Are you going to buy them?

PS: [Laughs.] You know, the financial relationship with studios is something that is the outcome of our working relationship--I don't look at it the other way around. We're not trying to force some type of business relationship with any developer. We've got partners like Epic that we've worked with for many years and had tremendous success with, and studios like Turn 10 which we obviously own that we've also had success with. It's about the idea and success of the games.

    MGS4 is a very good game. It doesnt fall under the "Ok" Category of games. Everyone always talks about how good it is because you guys always say "It was good" making it sound like it was no more fun the Stalker was with all its problems.

    Lets see. I've played about 5 hours of Crackdown, 7 hours of Halo 3 and 15 hours of Bioshock. Is that "long enough"? Crackdown is the worst of the bunch, but Halo 3s not that much better. Bioshocks was the only decent one, but the choice system was insultingly easy.

    why all this talk about mgs4? i have the game and its rediculously overrated there are a dozen games i would rather play on the 360 but you ps3 fanboys will never pull your heads out of the sand long enough to try the 360 and its games in a fair comparison. i have a ps3, i have a 360, i have a wii. the 360 is hands down the best of the bunch for games. i do watch movies on my ps3 but i play games on my 360....why? the games on the 360 look and play better and have far better online.

    I don't get why people have a need for one console be better than the other. What about all the killer games on Wii? Why doesn't it come into the debate? =P

    To be honest both consoles have heaps and heaps of games to look forward to and I will hold onto both for as long as I can foresee. Gears 2? Check. God of War 3? Check. GTAIV DLC? Check. Killzone 2? Check. Resistance2? Check. Fable 2? Maybe not, hehehe... But the point is, being unbiased I get to enjoy the best gaming has to offer, and with games like this being released early on in this generation I wish both M$ and $ony many years of prosperity to come.

    Heh, this gives 360 owners nothing to look forward to other then the fact theconsole has nothing going for it now other then GoW2, which isn't even exclusive as it will be released on PC also.

    PS3 owners couldn't care less about FF anymore with the stellar AAA titles coming their way.

    Sensationalised article GS, Hideo Kojima announced in public that it is NOT possible for the 360 to run MGS4, even the MS correspondent knew MGS4 wasn't coming their way, just applauded the quality and moved on.

    At least GoW2 is coming to 360, gives me some reason to keep the thing, other then that it's getting its ass handed to it now on a golden platter, PS2 is nearly outselling it now, it's just sad.

    simonromano2007 - No. If you want the game, buy a Ps3. There is no advantage to anyone if MGS4 came to the 360. I thought the message would have been clear enough when Snake Eater or Subsistence didn't come to the Xbox.

    Really, you not getting the game is just your punishment for getting a 360. Note: If you say "I got the 360 cause it has better games" then you obviously would have no need for MGS4, as according to you all games on the 360 are better than it.

    just bring mgs 4 to the 360 it will lower the sales of the PS3 and give microsoft the edge on third party titles since they already have the best first party titles in their console. and it will also give gamers like me who loved the series a reason not to buy the ps3 and stay with the 360.

    just bring that one game i ask you.

    Sure bacca whatever you say just like Home should have been here already but you probably have a stupid quip for that too. kz2 is going to be a great title on a system that is in desperate need for great titles especially with the way that they are canceling exclusives (go ahead please start listing titles that are SUPPOSED to be coming out). If KZ2 was done than it would have been out already. MGS4 was the system seller Sony has been on their knees praying for and they would in no way pass up on another title that would do the same for them to do what, boost sales next March? Instead of now or at the holiday spend-a-thon? Don't be a naive pawn of the mass media Sony nor any other multi-billion dollar mega conglomerate is not hiding anything from us. I sure will enjoy my update for live come fall and I know that it will not be delayed once again and again and again. I love my ps3 but respectfully, when I am finally tired of mgs4- resistance2 will be here and then after that it just goes back to being a blu ray player. No Lies

    Sonys Delaying KZ2 because they don't want it to eclipse Resistance 2, or vice versa. Duh. When you have two major that would coincide on the same genre, and capture the same fans, you don't release them both at the same time, that makes no sense. It'd be like Microsoft releasing Viva Pinata and Banjo Kazooie at the same time.

    Both platforms have great games coming out in the future however, Sony has the unquestionable and rather untimely tendency to delay its games (KZ2 was supposed to come out this year). In some cases they canceled exclusive sellers (See Heavenly Sword) plus if I am not mistaken there is no release date for god of War 3 or possible it just says 2009 but I would not bet on that. I love my 360 and my ps3 I am really enjoying MGS4 and I enjoy Gta4 online with my 360. I do though however, when faced with the decision of purchasing or renting a multi platform game will always go with the 360 due to the much broader online base and I really, really enjoy the achievements. I know some people talk a lot of junk on the achievements but I enjoy it and everyone is different. No matter what guys this is not bad trash talk and I applaud everyones restraint from using abusive language, if you want that junk head on over to Lamepro, they keep that crapola up every single day.

    @ Yuck_Too. You make it sound like Hirai stood up in front of a crowd and announced he'd rather shoot himself rather than bring 360 games to the PS3. That's not quite how it went down. That quote was just a response to a pushy swedish reporter. The interview went "Pick a 360 game you want on the PS3."
    Hirai said we don't need any 360 games. Our lineup's good. Reporter "You have to pick one!"
    Hirai "No. I don't."
    Reporter "A guy puts a gun to your head and says choose!"
    Hirai "Well then shoot me, we don't need any 360 games."
    That's not Hirai being arrogant, that's him keeping his cool with obnoxious media. Can you imagine the headlines if they had weaseled some title out of him? "Sony head wishes they had Halo!"
    The interviewer still got his headline, though.

    While what you say is true to a point it's better to think of corporate competition as a boxing match.

    The point is to smoke your opponent but there are rules and should be at least grudging respect on both sides.

    As for Sony's bluntness...he's basically saying he'd rather die then be more successful...I prefer the MS approach.

Xbox execs are all very friendly on the outside, but when it comes down to it (and just like the company they represent), they want Sony to bungle as much as any other competitor would.

    They show some respect to the competition.

    Ok, I have to disagree with LittleBigPlanet. It seems like a platforming version of what FPS have been doing for years. I still fail to see how you think MS was trying to cover up something that everyone knew months before E3.

    That's like me saying that Bioshock isn't coming to PS3 when everyone already knows that it is.

    Ok, Laughing Octopus was kinda like playing the Cyberninja in MGS. However the Solid eye makes the match too easy. Crying wolf was slightly easier because she just runs to 1 of 3 spots and waits for you to get close enough to smell. None of these compare to Psycho Mantis( not even the Screaming Mantis) I was expecting something as innovative for the PS3 as Mantis was for the PS1. I mean I figured Screaming Mantis out in like 30 sec. Psychomantis took me a couple of days to figure out how to beat him. Thats what I mean by less inspired. I also prefer the sniper level in MGS3 to the Wolf stage in MGS4. I will admit that the metal gear fight was pretty good.
    P.S. A lot of the videos in the game seemed over the top. Like Once Upon a Time in Mexico over the top. Not a good thing.

    Ok, for 2 killer Ps3 games out this year - LittleBigPlanet and Metal Gear Solid 4 (and I disagree, Laughing Octopus was highly original, it was a warped game of Spot-the-difference. And Crying Wolf was great too - visibility reduced to nil, you're forced to track the ultimate prey through the storm.). Microsoft attempted to pretend that Resident Evil 5 and Fallout 3 were exclusives at E3, when they showed them off as footage.

    I think you'll find that overpriced applies only when the price of the console far exceeds its value. As it is, the Ps3 is still ridiculously cheap.

    Oh, and the memory thing wouldn't be an issue if Microsoft didn't tell people that the only way they're going to get the disc drive to stop sounding like its going to explode is to download the entire contents of the disc onto their hard drive - using up the space. And you can bleat on about "its not forced" but if its a threat to their system, they're going to do it. Microsfot is bleeding you dry.

    You're forgetting that it's GAMES that makes a console, and x360 has more of them. And overprice? Talk about a short term memory I seem to remember it was SONY trying to get $599 for their console. So what's your point?

    As a PS3 and Xbox owner i can say that if you don't play MGS4 it's not the end of the world. The best MGS game was the first one in my opinion. All the others tend to just add more and more video clips. The bosses are less inspired and the only plus is that the gameplay and graphics improve with every game. MGS4 is a great game but is not perfect at all. OK, now that I got that out of the way. Thewbacca your wrong. MS never claims exclusiveness to titles that are not exclusive. NO ONE EVER said Fallout 3 was a 360 exclusive. And actually everyone thought that Resident Evil 5 would be PS3 exclusive. Games that were announced exclusive (Ace Combat) were.

    Another thing about the memory issues. Who cares about the current size of XBOX HDDs. They work fine for me and i download an assload of demos and videos from Marketplace. When I'm done i delete them. Let's talk about how the PS3 forces you to install games on its drive. Then it forces you to install updates that take 1hr to download and then another 20 min to install. "They also seem to have no plans for the future. I can name 5 jaw-dropping games coming for the Ps3 in 2009 - MAG, God Of War III, inFamous, Killzone 2 and LA Noire. How many does the 360 have?
    " Thats great but can you name 2 killer PS3 titles coming out this year? Let's stop coming into posts that we don't belong in and enjoy our systems of choice.

    Am I? It seems that I've already revealed the 360 to be an overpriced pile of junk that will be obsolete in two years, and now I'm pointing out that the Ps3 is contributing heavily to Folding @ Home, and curing diseases like Alzheimers, Parkinsons and Cancer.

    Cause they don't need to. Sony works on a system of loyalty - some developers remember it (Insomniac, Sucker Punch), some forget it (Harmonix, Rockstar).

    I found it funny that GS puts MGS4 in the title when only a little bit of the conversation actually mentions it.

    I find it strange that MS is not buying up development studios. as making games gets more expensive next gen or the gen after all third party devs probably will go multiplat. I am also suprised that sony has not bought out konami yet, or the rights to MGS.

    I can say that the MGS4 is all on Kojiima hand whether he decide to go multiplatform or not.. seriously it won't come to 360 because he's a SONY big fan as you can see a lot of Sony products appeared inside the game and he did make fun of DVD format that now 360 uses.

    2ndly, why Square enix decided to come on 360 is because they used to have nearly-bankrupt experience and they did learned a good lesson , that is make profit whenever you can..

    3rd, the dicision to let FFXIII goes multiplatform is on the hand of the suare enix head, not like Konami, kojima can be said that he is one of the "boss" in konami, he can do whatever he want and decided to. and I wonder why GS has to list up "whether the 360 needs Metal Gear Solid IV." on the title of this article, thought that it's just small part of the long conversation.

    We can see that 360 fans still hope to have MGS4 going to their box..
    they won't give up...ever...
    They said they have great games, ever... but I wonder why they want MGS4 so much, though it's just 1 very good only exclusive game that PS3 have by now..

    Can i say "you can see the difference quality of game and gaming experience of each of the console"?

    I don't care if the 360 gets MGS IV or not. I'd rather Komani make a complete NEW MGS game for the 360 or next XBox console they work on MGS IV. With the 360 getting FF XIII, it's only a matter of time before other games make their way on to the Xbox 360 or next console. Do you need proof? Ace Combat VI, Beautiful Katamari, DMC IV, Virtual Fighter 5, Ridge Racer 6, GTA IV and FF XIII. It's only a matter of time before more titles go multiplat. I think M$ is doing a great job getting exclusive games and content from their competitors. All they really need to do now is work on their 1st party studios and make more inhouse exclusives like they did with the original XBox. They have tons of games like MechAssault, Crimson Skies, Perfect Dark, Killer Instinct, Links, Age of Empire and lots of other games they could make for the 360. Not sure what they are waiting for.

    More of the usual self promotion. Nothing really new, they did a convincing job of side stepping the MGS issue, and they promoted they own titles well enough.
