Is the Assassin's Bureau a hiding spot?

When you are unseen (Abstergo logo open and flashing yellow) can you enter the Assassin's Bureau and use it as a hiding spot?

No, you have to be anonymous to enter the bureau, otherwise gate of the bureau will be closed.
