The power of HP is 200 when the Hp is by one. But what is the power if is it full? When it is halfway, the power is 100, is that correct?

Updating the PokeRus section, because apparently the effects are permanent.
What is PokeRus and what does it do?PokeRus is a rare “beneficial disease” your pokemon have a chance of catching when they fight wild pokemon. When a pokemon has the PokeRus it’s EV gain is doubled. (EVs are related to stat growth). When you visit a pokemon center the nurse should inform you if your Pokemon have caught the PokeRus. It should eventually spread to every pokemon in your party (through battle) as it is contagious. The PokeRus WILL NOT ever go away; the double-EV gain it gives is a permanent change. When it is “cured” that simply means it cannot spread the PokeRus to other pokemon anymore -- A little happy face will appear instead of the “PKRS” symbol on the status screen.

Dude, there is drawbacks to using Rare Candies to get to 100. EVs = stats!
So, a pokemon who is hatched and gets to lv 100 with only rare candies with have, we'll say 300 Sp.Attack.
Let's duplicate that EXACT pokemon, and actually fight pokemon that give Sp.Attack EVs. It would have 363 Sp.Attack(at level 100), because 252/4 = 63.
That's 63 stats points, so yes. There is a drawback.
