Poison, Hugo and Elena need to be in a proper fighter. Throw in RMika, Alex and Karin and for me roster is complete.

I could go for any of those (especially Elena and Karin), but I don't want to see Mika again. Ever. There was no feature of her that I actually liked. Maybe put in a younger Oro or someone from SF1? Eagle, Urien or Maki would be interesting.

I just want Hugo. I don't think he'd fit too well with the engine, not without some very heavy revising that might ruin the character. Dude's massive.
I think Q's moveset would work well, but I don't know about the aesthetics. Then again, the latest dlc costumes really push that limit.

What aesthetics? Once you start getting into the costumes you're talking about some truly hideous outfits. Gill would look normal compared to some of this stuff.

sean would have been cool but capcom already added evil ryu and oni, that's enough shotos. I don't really care much for Karin but seems like everyone loves her so why not. Alex is one of my favorite 3S characters, but i don't know how would they implement his tools and balance them for this game. Same with urien, i love that character but in 3S he relied too much in unblockables crazy juggles and multiple use of supers.
So that's why Eagle should be in SF4.
