Can I use SPECTRE weapons on other chars?

Now I got that rich achievement and unlocked Spectre weapons, I am thinking if I can use those on other chars? IE. Can I give Spectre assault rifle to Ashley? Or are those weapons only for Spectres (=only for Sherpard)?

Any character can equip any weapon.

So yes, you can freely give your HMW series weapons to your squad mates. Good hunting.
